KMG OÜ has signed a contract with the Estonian Transport Administration to reconstruct the Käsukonna–Imavere section between km 99.1 and 107.1 of National Road No. 2 (E263), Tallinn–Tartu–Võru–Luhamaa, as a 2+2 dual carriageway. The project will be delivered in partnership with joint bidder Infragreen OÜ.

Most of the eight-kilometre Käsukonna–Imavere section will be constructed along a new route or beside the existing road. The project will shorten the Tallinn–Võru–Luhamaa route and reduce travel time along the section. The new structures and wildlife overpass will create a safer environment in which wildlife and road traffic can move independently of one another.

A safe bus stop, waiting area, car park and shared-use path connecting to the existing path in Imavere village will be constructed at the Imavere interchange.

The project includes bridges over the Navesti River, one wildlife overpass, three viaducts, tunnels for small animals, a noise barrier embankment and noise walls.

On-site work is scheduled to begin in autumn 2026, with a construction period of 30 months.

The total cost of the project is €42.8 million, excluding VAT. The European Union will co-finance 95% of the construction works.
